Some people misunderstand that Ninja level has to do with Strength even though they show Shadow Ninja boy get promoted fast When he is only average strength. Ninja level is more about sucking ass of those elders and the feudal lord which Is pretty pathetic. Basically all of the strongest people have always been randoms with no ninja level Or even outcasts

You can literally see the how the three Hokages were related (teaching-wise, at least). From Tobirama who respected Kosuke´s self punishment but without stunted his development, to Hiruzen who scolded him but also imparted his own knowledge, to Minato who came to his aid.

Kosuke´s not some important figure like Hokages or clan shinobis or something, but he´s actually a hidden gem on his own.
